Help!

So I am driving home from my automotive classes and this Semi splashes this bluish liquid on to my windsheild and a bit on the hood. It is sticky and is really hard to get off. I even ran the car through an auto car wash(which I hate doing) and also tried using a touch of dish soap(which i know takes off wax) and nothing seems to be working. HELP what should I do?

try a bit of polish.. either finishing compound or if you need a bit more grit, rubbing compound followed by a finishing compound followed by a wax

You could try some bug and tar remover such as Stoner's Tarminator.

I would give this a try as well. Then if it does not work try a clay bar before a polish.
