Does WD40 remove rust from tiny rock chips?

Do you guys know of any other cleaners available at an auto store to clean rust of these little chips? They are so tiny and a pin dont do the trick. There's still a little bit of rust left. Help me clean the rust out of these tiny rock chips I don't want a hole in my quarter panel or door in like 2 years. I searched but not too much detail on solutions on cleaning out rust inside "tiny" rock chips.

bobbyd is an unknown quantity at this point
Yeah, WD-40 is not made to magically remove rust spots. If you do use a chemical for removing rust most likely you won't want to use it anywhere near your paint. Best thing to do is sandthe rust down, primer, amd paint it.

rckdrmr is on a distinguished road
3m makes this product called the "spot sanding pen" (used for fine sanding and cleaning, according to the package) and it gets where sandpaper can't, and is small enough to to just the job. you can get it at wal-mart in the auto dept, and cost around $5.50.
