some red sticky paint(?) stuff

i washed my car last sunday and today again..
i had found some red spots(tiny dots) on my car's surface..
i didnt kno what they were and where they came from
but a few days later, i found red stuff on the road that i pass by every day..
im not sure what it is..but the color was same as those dots on my car
so i think they are same things..
on last sunday i tried to remove those dots by just rubbing it with some force
and most of them i tried to remove were gone..
but today i found another area that has those dots too..
i could remove it with same method as i did last week..
think it has been there too long..
i have no idea what they are..it LOOKS like a paint or something but its just my thought..
any suggestion to remove those stuff on the surface of my car?
will the clay bar work?

tar and bug remover...just remember to add a carnuba or polymer wax on the surface you
just used the tar and bug remover on.

I hear ya totally on that I just got back from work and its snowing and the whole entire drivers side of my car is covered in white paint its just plain disgusting, glad I got off early from work it took me 45 mins of using water and scrubbing to get that crap off and it still in some light areas on the back ends of my rims but can't really get it until I can get the hose out and give my car a thorough wash. I wish I knew where and who dropped white paint all over the road, tuff to tell with snow and ice all over the place.
