Re: E1 to E11??????
What does the car do or not do?
Does it crank?
Does it light up the gauges? (including check engine light)
Have you checked your engine ground cables?
Does it make funny noises and try to hide in the closet?
Did you change the PCM?
Did you change anything else during the swap?
What components were retained from your original engine (ie sensors)?

Re: E1 to E11??????
You must use the cars original engine harness and PCM.
You need to install the pressure switch from your original VTEC valve into the VTEC valve on the new D17a engine, and connect its wiring JUST LIKE ON THE ORIGINAL ENGINE. (or swap the complete VTEC valve assembly, whatever is easiest for you)
If your original engine had EGR, the new engine needs to have it too. JUST LIKE ON THE ORIGINAL ENGINE.
WTF is this supposed to do?

Re: E1 to E11??????
You've got the original D17A2 ECM?
You've got the pressure switch installed and hooked up on the VTEC valve?
You've driven it on the road, floored it and run all the way to redline?
No fault codes set now, no limp mode?
What makes you think VTEC is not working?
