SRS code 2-1

Hi good day having issue with an srs error code 2-1 its a 2005 civic, I understand what it means but I don't now how to fix/repair it help please

First, has the passengers airbag recall been completed, if needed? (check your VIN for recalls in the links below in my signature)

COULD it be related to that recall?
COULD whomever did the recall have made an error in assembly?
