I found the atf drain plug. Do i refill at the dip stick?

yup pour in from dipstick. most likely you will need a long funnel.

is the dipstick supposed to lock in? mine just sorta sits there without a good seal.

anyone know for sure?

It doesn't lock in. It's a good idea to replace your dipstick, because Honda revised the design and now they have a bit better seal and prevent fluid from spilling out.

its supposed to yes. the rubber shrinks over time and it will no longer push in 3 bumps like it should. grab a new one and problem solved for another year or two.
