Cooling fan not kicking on
I’m not sure if the thermostat or the coolant temperature sensor or the fan it’s self I bought new fans in case the stock ones went but I can test to see if it’s the fans only but not sure if it’s the out side temperature sensor or the inside sensor in the thermostat housing it’s self has anyone ever had this type of problem before

2005 civic LX for anyone else following along. Purely based on OP post history
If you have A/C, turn on the A/C with the hood popped. If both fans turn on, fans are good. Also, you can test the fans by applying 12VDC straight to the fan connection's pins to see if they spin.
If both fans turn on and work, time to test the fan switch. If you jump the fan switch and both fans turn on, fan switch isn't closing and that needs to be replaced.
If you wanna test your thermostat, you'll need a pot of water, a thermometer that reads at least to like.. 210, and coolant to replace what you're gonna drain. Drain coolant, pull thermostat. Place in pot of water. Thermometer in water. Turn on the heat and see what temp it starts to open up at and when it's full open. I think it starts to open at 150-160 and full open at 170-180? Something like that

Of the ac fan and cooling fan not working I’ve done at the usual tests from the sensors to a short in the wiring harness to checking error codes popping up to see what Was going on as well as the fuse relays and the fuses in the fuse box in the engine bay as well the one user the dashboard and I still have to check the thermostat but that would have nothing to do with both fans being shot I don’t fix this soon the head gasket could blown causing the head or block to get Wharped
