2002 civic act’s like it has rev limiter

I just bought a 2002 Civic and it cuts out at low rpms. It acts like it has a rev limiter on it. Here are the details, almost all lights are on the dashboard. SRS, CEL, Maintenance, security, no tach function. I picked it up from a 18 year old kid and he told me he installed new coil packs, new plugs, can sensor, new alternator. It will start and idle but if you drive it and push the accelerator more than a quarter inch it cuts out. All fuses are good and hooked up two different scanners to it and neither of them would communicate with the car. I read somewhere it might be a bad ECM. Any help would be appreciated. It’s a nice car and would make a nice daily driver. Thanks in advance for any help

I would be willing to bet the alternator mounting bolts are loose, which possibly damaged the ECM. There is one on the top, one from alternator to bracket, and a third from bracket to block. I would suggest removing the alternator, cleaning up the mounting surfaces with some sand paper, then correctly reinstalling.
