01 Civic EX Rough Idle, Governing 3k RPMs.

My Car shut down one day driving it. When I got it running again and limped it home it shook alot and was really loud so I replaced the catalytic converter and it fixed some of the exhaust issues I was having. But now the car governs at 3,000RPMs and starts shaking. Whenever I slow down to a stop the car won't let me give it gas it just sits there limp almost dying until it'll randomly fire back to life and go again. It doesn't do any of these issues completely cold only after it warms up.
After starting the car it'll sit at high rpms shaking a little more than normal but generally alright, then it'll drop to 400-500 and start shaking super hard till it sits at higher rpms again. Also had found oil all over the coils and spark plugs and replaced them after the rest of the work I did today. Everyone I've took it too is stumped

Things I've done,
Timing belt kit with water pump - 8,000 Miles ago
Today-
MAP sensor, Camshaft Position Sensor (ran fine for 20 minutes after reconnecting the battery now pulling a MAP sensor again though.) Catalytic Converter, New spark plugs and new valve cover gasket cleaned the Valve cover.

Thinking it may be the timing belt kit again but very unlikely because it's under 8,000 miles on the new one. Or the Crankshaft position sensor or the EGR Valve.

Everyone is completely lost on what to do and i cant keep throwing parts in it I need to know what it is, does anyone know some better information about what it could be?

So your car's in limp mode. Really only for a few reasons on an EX:
1. Check your oil level. Limp mode will engage with the EX models if it's low. Soaked coils and plugs + it being a D17 would suggest it burns quite a bit so it's plausible. Putting this at the top because it's the most likely.
2. Timing. Anything from a slipping belt to a bad sensor. OEM only for Honda, so if you used aftermarket, it's still possible that it's not functioning.
3. Check alternator ground bolts. It's possible that you damaged the ECU if they weren't tightened fully since the timing belt replacement.

Check for codes. I'm unaware of any situation where limp mode engages without at least a stored code.

I will add that Hondas tend to hate aftermarket sensors. You will want OEM.

+1 any sensor you replace needs to be oem

The only code showing up is a MAP sensor code which as I said had been replaced. After we replaced the camshaft sensor yesterday it ran perfect till it warmed up after 15-20 miles of driving. Also filling up my tank fixed the issue (could've just been coincidental timing but I will check all my fluids and probably take it to jiffy before work today.

Fuel level would have no impact.

Was the MAP sensor OEM or Denso? If not, refer to my point of it still likely being the issue. Same for cam sensor.

It was a denso sensor, i work at oriellys so i only put OEM in car

Would the EGR valve cause this as well? We took it out and it's never been replaced, or if it has its been replaced with the part straight from Honda once. Wouldn't it go bad again by now?

I would not worry about anything else until the fault code is resolved. MAP reading is very important to engine performance.

We have replaced the MAP sensor already and it didn't change anything at all. And I checked the oil it's pretty low so I'm putting a few quarts into it and see if that helps the problem then do a full oil change this weekend. But we can try doing the MAP sensor again as well
