Can this bracket be removed and replaced I’m haven’t be able figure it out if come off the engine or no I messed up with puting a new alternator on and my cousin cut the bolt that goes in the top part for the alternator so now I’m confused at this point it’s also the bracket where the upper Moter mount is bolted too
To answer your question though, yes, it is 100% removable.

The upper alternator bracket doubles as the driver side engine mount. That said, hydraulic jack with a block of wood between the jack and the oil pan should support it fine. I've done it many times with no issue.
Bolt #15 is what mounts the top of the alternator and allows it to pivot (e.g. when adjusting alternator belt tension). This bolt doesn't come out 100%. You can unscrew it and move it completely out of the way for an alternator change. It'll still be hanging there and you won't be able to remove it to set it on a bench or anything. No need to cut, for future reference.
IIRC, since it's been quite a while since I've tinkered with a D17, they all use a 14mm socket. The ones on the side of the engine are quite the pain in the *** to remove, but definitely doable. You'll be able to unscrew them all the way, but you won't be able to remove them until the bracket is out. Pretty tight spot there.
There are two bolts on the side of the engine that mount the bracket to the engine (diagram shows one, bolt #29), as well as three on the front (diagram shows two, 2x #23 and 1x #24). Bolt #24 is longer than the #23s by 5mm
Quick and dirty DIY:
Unbolt PS pump, remove belt, swing it out of the way
Disconnect battery for safety, unbolt alternator and associated wires, remove belt, set aside for later.
Support engine with jack and wood
Remove driver's side motor mount, should be... 3 or 4 bolts on chassis, 2 big ol nuts on studs on the engine/target bracket
Completely unscrew 2 bolts on the side (you're likely gonna be working these blind), and remove the three bolts up front.
