Should I be able to turn camshaft by hand?

2001 Civic Lx
Tore my timing belt recently... and crashed up the front...
Long story short:
I went to replace the timing belt, (figured i probably bashed up some valves too).
I could not get the camshaft to turn....
Took the head off...
replaced 8 valves.
Now the head is back on (haven't but the head bolts in yet...)
But I still can't turn the camshaft by hand.
Is this normal? Should I be putting the 19mm socket on the end and turning it that way?

eh... I wouldn't rotate the camshaft and crankshaft independently of each other while put together... If you were rotating the crankshaft which rotated the camshaft via timing belt, that'd be a different story

Should be fine. All the pistons are set to mid-stroke. Plenty of room.
The big question is why can't I turn the cam? I feel like I should be able to turn it with hand effort?? Or maybe the fact is I need some real leverage... :-/

The cam tension is not balanced, put a socket on it and rotate, you will see that it’s very “jerky”.
Watch out for the edges of the sprocket, razor sharp if you trying to Superman it.

The camshaft is not a cylindrical object. The cam lobes contact the valves/retainers/springs. The spring force must be overcome to rotate.
