I did my research before posting. I understand common issue is the seat belt reciever. So I went to the wreckers, pulled one out of an '04 civic, swapped it in, no luck.
(I didn't bolt it in, I just plugged the wires in).
Did not work.
So I took it out, went back to my original one.
Then I did more research and learned the light can be reset. So I did the jumper trick on the yellow clip in the fuse panel under the steering wheel. It will go off, come back on, go off, come back on and stay on. It never blinks twice and disappears, Tried like 20 times.
Although it's possible the one from the wreckers was also bad, is there any way I could easily diagnose the true cause?
I have a Bluetooth OBD 2 connector, and the Torque Pro app. However Torque does not show SRS faults. Is there an app that does?

Assuming you meant 9-3 but that isn't a valid code. At least the service manual doesn't say it is.
If you follow the video you are seeing 9 slow flashes followed by 3 quick flashes? The car in the video has code 4-1.

DTC 9-3 is a Faulty Driver's Seat Belt Buckle Switch. Common issue and can be cleaned or replaced depending your preference. I replaced mine and got Honda to pay for part and I pay labour - Canada. May fall under lifetime seatbelt warranty in the USA?

Well I got 2 belts now, one original one from wreckers, will try cleaning. Should be able to get at least 1 to work.
I don't wana replace, it's a $300 part and I'm selling the car. And what's a car like this worth these days... $3000? (175,000, '04, Si, 4Door, 1.7L.)
