Now I know this is the poor mans way to gain HP... but every little horse counts.

I say yes to both your questions...
yes to HP gain and
yes to fines involved if you get caught... and nowadays, seems like it's the one thing they can't seem to miss asking the drivers. "Did you remove you Catalytic converter?? " reply " No, you sumMa ma-bitz!!!"

You can tell just by looking at it from the bottom. I guess it depends where your cat is but a friend of mine who's got an SIR like yours recently got a ticket for no cat. I forgot how much it was, I believe it was 110.00 . They just looked under and saw it.
oh and if you lie to the cop.. and they catch you.....
That's a big No No..... the cop will call you, "liar, liar pants on fire!!" hahaha
don't know what happens but with something like this it's a pretty big deal.

HP Gain = Yes
Fines = Yes - you're violating emmisions and environmental laws. Hefty fine plus cop has the option to have your car towed
Also...you'll be puffy out dark smoke out the exhaust and it smells. You will notice it inside the car too. The exhuast will also become really loud.
Our cars right now don't have to be tested through drive clean but if it needs to be in the future, it'll fail without a properly functioning cat. Plus to get a replacement is $$$$$.

i hollow my cat before.... but i just put back my race cat from magnaflow..
i can tell u..before i had the cat...and removed it..i could feel the difference..
but off the line is slow..because no back pressure...
now i got the race cat...i fink it's even more faster..
so i suggest u get a high flow cat.
