Unhappy rear strut problem...

i'm going to describe the problem the best i can.

i have no idea what it's called. there is a black plastic sleeve that covers the top portion of the rear shock. you can see this plastic piece without taking off your wheels if you have rims with big gaps between spokes.(it's the upper piece covering the top portion of the shock on the inside of where the spring sits.) this piece is on an angle on my drivers side causing it to rub up against the spring and it makes a slight squeaking sound when i push down on the trunk lid. i can actually feel scuff marks from where the spring touches the plastic. this problem is only on one side the other side is straight and therfore doesn't make any noise. i've tried jacking up the car and moving it but it won't budge. does anyone know if there is a way to realign this piece without taking apart the strut?
