If I read it right, I think they are trying to say that the resistor tricks your air flow sensor. I guess it's supposed to make your car think it's getting more air. Then your car's ECU throws more fuel into the mix. Under some circumstances that could give you more power. More likely it would just ruin your emissions, foul your plugs, and simply waste gas...
