I believe they are but the install will obviously have to be tailored towards the specific car. If you don't know anything about them then I would highly recommend getting somebody else who knows what they're doing to install it for you to prevent any possible damage to your car.

2 step I believe is a mod only available on chipped ECU's
It tricks the engine by keeping the RPM low only on launch
Once you've taken off, it turns off
Not exactly sure how it works, but you would need an aftermarket ECU, or a flashed one

I searched it for a bit, its this thing that hooks up to the ignition that acts as a temporary rev limiter (for launching basically). Sorta like anti-lag for turbo cars if I'm not mistaken. Kinda useless on an N/A civic if you ask me.
