I have a auto, so i dont need to shift. My car already has 30k on it, so its already broken in. Not going past 3krpm wouldnt hurt the engine. 3k rpm is fast enough to go 75mph in a auto since the gearing is less aggressive. The vtec does make a little difference since below 3k rpm, only one intake valve is open at 3k rpm and both open above it. If he does 90% citiy driving that can explain some of his poor mileage. I would just take it to the dealership to get it checked out. I dont think the d17's really get broken in till the 15k mark, because my mpg kepted going up all the way till 15k. When i first got my car i was getting 26-28mpg. Then after my first oil change i got 30mpg and now i average around 33-35mpg.
