I realize that there has been a slight bump in power to boost bottom end of these, as well as a reduction in redline, but in 1999 was it that the car wasn't as well put together yet as it was in the last few years or that the guys at Car and Driver just couldn't drive it back then. Also do you think that it's reduction in roadholding ability is attributed to the factory " detuning" ( damn I hate that word) the car this last year to make it a little more userfriendly?

i think it has gotten a lot better over the years. You have to figure it is the first year of the car and things are always as they seem. Regardless of what the engine puts out I am sure Honda made some fine adjustments to make the wheel HP better as the car evolved. I am disappointed by the reduction in skidpad but that may be due to the less oversteer in the newer one.
I believe that the tires remained the same on all years, even now (Potenza S03) however the larger diameter wheels probably attributed to the lower cornering g's (more unsprung weight, etc...) Just a guess.
well the new f22c has more top end and yes you are right the engine has been detuned to make it a little more user friendly that engine was supposed to be making arround 250hp but honda engineers only wanted torque and saved those 10 hp to keep it an economical engine on gas
even though the 9k rpm from the f20c is awesome but it takes skill to get the full potential out of that car with the new one not that much

it got a little heavier and the bigger wheels dont help the skidpad but the new stiffer front end and torque are really big improvements. remember that these are just test numbers, they only tell part of the story. and yes the newer ones are faster
