This is a fact of life for us up here... Still, 38" is insane even for ANY part of Canada.
Up at my parents house in montreal, the snow banks are a good 8 feet tall - you can hardly see their house from the street.
Ya, I'm sure a lot of you guys down in the sounthern U.S. would love to see a nice 6" snow storm. Although you wouldn't be able to drive much on summer tires! Or you could have a LOT of fun in a parking lot - we do it all the time, snow drifting.

You're right about the winter tires, if you don't have grip, it doesn't matter what kind of vehicle you have. I personally have Bridgestone Blizzak WS-50 tires, and they are simply amazing in the snow! We got... what, about 2 feet of snow here, and of course once the roads were plowed, I had to go out and get some necessities like milk and bread. So on the roads that were plowed (which still had a lot of snow on them) the tires gripped like sticky glue. Mind you, you had to still be careful and not drive like some of the other maniacs out there, but they handled really well, even better than some 4WD SUV's that were on the side of the road (probably still on all-seasons). But yeah, the tires you have on your car in the snow makes all the difference, much better than just having a 4WD vehicle with crap tires on them.
Yeah, that's what made me choose the Blizzak's over the Arctic Alpin's. I find they grip very well in all types of snow and ice conditions, have excellent grip in the rain and dry. The only drawback is that they wear out quicker than the Michelin's due to their softer/different rubber compound (under a microscope the top rubber layer looks like swiss cheese to grip ice better, like suction cups).

But that.....This would be me
