the higher you go over the speed limit the more gass you wast. i belive in some states if they get you going over 100+ they can get you on something like wasting natural resorces also. idk about that last part thow something i read once

I want know how they gained 6 MPG over what the 2002 sticker says. They don't say what standards or conditions they used for this.
If I had to guess, they did this in a lab, with no wind and the car strapped to a dyno. No way you can get those numbers on average out in the real world.
