Emmisions controls.. for the most part. Manufacturers cant really say that a turbo vehicle will pass emmisions laws consecutively for long periods of time. not to mention, the RBseries of engines is dead, and since Nissan did away with the VG30 (for emmisions reasons) they have no 6s worthy of turboing. Since the VQ seems to be hitting a wall hard at about 550hp, its not a good choice for a car that will be in the "tuner" segment. Anyways though, the 4.5L V8 is an amazing engine with great potential, if they do stick it into the skyline, it should be a god engine to work off of.

First of all, yes that pic is from a Japanese mag. But did you know that the magazine composed that pic? That is not from Nissan, that is a composite photo, much like car mags in the US do. So it's not the R35.
Second, the concept pic that yukang posted came months after your pic you linked. How do I know? Because I was living in Japan at the time, and the composite pic was published before they knew what the car would look like. And the concept did receive much media buzz that Nissan was looking for.
Another thing, the Skyline is already out in the states as the G35. So you are incorrect about this as well. The Nissan GT-R, which is the car that gets all the hype, is in fact due in the US in 2006. Not sure, but last time I checked they said it would be twin-turbo (which was awhile ago, might've changed).
Lastly, the concept pic was just that; a concept. There's no way they would release the GT-R looking like that, and Nissan has even said so. It was a concept to get everybody excited about the car. The actual GT-R might be dramatically different from the concept.

You're right, sorry, I did get them mixed up. But the pic you posted did not go over too well with die-hard GT-R fans. As for the Skyline, I'm well aware that it is available in the US and Canada right now, but what I was referring to was the Skyline GT-R, which is not currently in the US.
As for the twin-turbo L6, yes, there will be one, but only for Japan and Europe, as Nissan has aid they will probably use their 4.5L V8 for the North American version to meet emissions standards...

It can be a pretty close estimation of what it's gonna be, considering they'll probably do that "family look", w/ similar headlights to the 350z. Share the same chasis too.
Pretty sure that no official preview's available for the GT-R though.

there already is a half way version of the skyline in the us. It is the Infiniti G35 coupe. It does not wear the skyline name but I read that it is the version that was brought to the US. With greddy's new twin turbo kit it will run 12.9's in the quarter so there you have your US equivalent skyline.
