What exactly makes a part legal?
What is requried for an aftermarket part to be legal? Just passing emissions? What does CARB legal mean? Isn't it "California Air Resources Board" or something? Does CARB legal mean it passes emissions? Can you have one and not the other?
Please explain
Thanks,

a turbo wouid be an example of that, for since it runs of exhaust gases anyways emissions it would pass but it isnt legal for whatever reason the government says we cant have it in Ca unless it has a carb legal sticker on it, which to get that certification would mean to much money for certain companies so they dont bother with it

same thing with exhaust systems...can be CARB legal and within the dB limit, but the law could say that a car has to have a STOCK exhaust system. therefore making the mod/part illegal.
Something can pass emissions but still be illegal. CARB is somethin special in California that imposes especially strict restrictions on what can/can't be done.
In general, changing anything relating to emissions is illegal, such as an exhaust manifold. Has nothing to do with how much they pollute. If you had a racing header w/ a cat on a civic, it still pollutes less than a lot of other, especially old vehicles.
They just want to make it difficult for people who want to make their cars faster by sacrificing emissions quality.

But I happen to like that noise
- I don't use low-end power to launch my car when I'm racing to launch my car so it's a give or take compromise. You'd get more throttle response from an SRI (or 1/2 the CAI) but it's just throttle response to me.There's my review of the AEM CAI for you.

Yeah . .you should be ok with about any mods, just as long as they don't attract too much attention. If you get pulled then you were probably doing something dumb, or the cop just has it in for cars that have been worked on .

Stuff is only made illegal because some azzhole behind a desk desides that it's too hot in his office and a little noisy so he blames it on ricers and global warming. That's why there are not as many parts as there could be. Just because some dork in an office signs a piece of paper that says mods are illegal.

^ Yeah, the only thing I would add that might be illegal would be under the hood, like a header. That's what I was asking about, actually.
