I am on the fence if I should counter my current offer or stay put. We are almost $1000 apart
The problem is I don't know if I trust the mileage. The listing says EXEMPT, leading me to believe the seller will mark the title TMU. That will kill the low mileage value of the car.

Exempt status on title could mean the dash cluster including odometer has been replaced and it's not reflecting original mileage. Vehicles 10 years or older are "exempt" from disclosing actual mileage: https://one.nhtsa.gov/Vehicle-Safety...-for-Consumers
Run away from that dealership.
In saying that, I currently own a '95 EX that has an exempt title. However, the seller fully disclosed this and he installed a JDM B20 engine swap along with a used cluster he pulled that had 75k miles on the odometer. When I registered it the DMV representative asked me if the seller disclosed this information to me at the time of sale and I acknowledged that he did.

Yeah, I bought it. It was donated to charity and the charity used a broker to sell it. The broker held out for a couple days trying to get more, but my bid was already $4000, and I didn't want to pay any more for it. I already was past my comfort zone. The $2550 price you saw was where the bid was before the live auction.
The car is in remarkably good shape. The underbody is solid. The rust in the rear corners is very, very minor and appears to be caused by some road grime that held moisture there. The car is one owner - I googled the name on the title and a found a lady in St Paul that matches her exact name. She is 94 years old, so she probably gave up driving and donated the car. That would make her 74 when she bought it new from Buerkle Honda.
I payed storage to the lot until I could fly out there to pick it up. That was crazy... First time I flew under the new pandemic restrictions, and when I got to Minneapolis, the town was going bonkers about George Floyd.
It ran great on the way home. Only problem it had was an out-of-balance tire. I took the bumper covers off today and am really impressed at how it held up over 20 years. It must have been garaged because the paint is in really great shape and the headlights are haze-free. I am pretty happy with the purchase. I have over $5000 in it now with auction fees, plane ticket, transportation costs, storage costs, etc.

Gotcha. Oh well, at the end of the day, you got a good example of a cool car. You may have overpaid, but it won’t really matter depending on how long you keep it.
I wish people would accept my bids when the time runs out lol. They’re all the minimum $80 bid, but still.
