it's either doing a placebo effect (when people claim a 3hp exhaust helps them pull harder for example, or when they use premium and think their car is running better, etc)
or it's fooling the ECU. it wouldn't cause immediate damage but several months down the road, it can cause you to fail emissions and you could even burn through a cylinder or valve or some other form of damage. but of course, by then it's too late for them to leave negative feedback, and complaining won't do much since they'd have to front the money to win such a legal battle. and chances are if they bought this "chip" off ebay, they probably don't have cash to throw at an attorney and make a stink about it.
so if it works, it'll give about a 3hp gain maybe. (but again don't leave it on the car, because it COULD do damage or make you fail emissions)
also be certain that when these people dyno before and after, things that you should note to the people doing the dyno. these should be done since you're trying to find out this small of a gain from this mod:
they must take coolant and intake temperate readings, and must do at LEAST 3-4 baseline dynos. a dyno alone has an error factor to it. then once the chip is installed, again, they must continue with coolant and intake temp readings, and do another 3-4 dyno runs.
take the highest or the lowest of each set of runs. otherwise, error factor alone can make it look like you gained power. doing 3 runs, you will probably get a 5hp variance alone due to dyno error factors. hence the reason multiple runs must be done, and intake and coolant temp must be noted.
i could dyno my car once, and get peak hp of 202. add a spoiler, and dyno again, and now i get 205. look, my spoiler just added 3 horsepower! no... what happened was i didn't dyno properly, and the error factors made it look like i gained power.

again, before anyone comes running back with results, you must AT LEAST do all of the above as I said about the dyno runs, otherwise your results mean nothing.
and secondly, this mod can be detrimental in the long run. i advise against anyone leaving this mod on their car.

Good Resolution...but I agree that the effects of harm are more than like long term...still just as interested as pichy tho as to if the claims are even close!!
