Torque and Civic shouldn't be used in the same sentence.
I got 2.25 mandrel bent piping and I noticed a loss in low end. (I put the silencer in and it feels a bit better) I did notice a slight increase in mid to top end, but it's nothing to write home about.I just got exhaust to make ignorant people think my car is fast.
I think that 2.25" may be the problem. That is too big for our N/A cars. 2" would probably work better.
Im not sure what the stock piping is (looks like about an inch) but if you go for bigger exhaust and you don't have serious mods(head work,P&P,internals) then going with a 1-1.5" increase is not going to do anything(except make your car louder). Its not that the engines suck, its people who see everyone else with a huge fart can and wanting there car to sound like that. Thats cool if thats what your into but you want power then you gotta think about it. I say 2" cat-back would work for light mods. If you start doing some FI or internals then 2.5-3".

3" piping cost ALOT more than 2.25" setup.
I have the stock EX mid-pipe with a Tanabe axle back copy. It almost seems like my car pulls more even and there isnt as much of a lag around VTEC as my friends with full cat backs. Like if I come out of a st. in 2nd and floor it all the way up, is more of a even pull then theirs.
i think mandrel piping isn't going to do anything crazy, for our d17's, unless your looking turbo. plus there's no real big bends in our exhaust except for over the axle. mine's crushed but i still felt a decent gain over stock. let's say 2" mandrel bent is optimal for a n/a d17, then i'm sure a 2.25" crush will be just as good.
