Block guard or no?

Build: turbo 57 trim to4e, Vitara pistons, Eagle rods,rebuilt cylinder head.

Local machine shop that cleaned my block said block guards are a no no. When the piston come to top stroke the block guard covers about 1/2 inch so fluid cant cool the top of the cylinder wall. there for heat can warp the top of the cylinder wall. then you know BOOM! my goal for street tune is about 7-10 psi. track 15-20 psi

Has anyone had any issues with this before?
