Defective circuit/ fuel injector Need Help

Okay, I have a 90 Civic Hatch with a d15b1, dual point injection. Recently I swapped motors beause the old one went out. Almost everything that was on the old motor is now on the one in there. Once I got it running, I took it out for a test drive and everything worked fine. I stopped by a carwash and in the process i went ahead and sprayed some of the motor off too. When I left the car wash I went to gas it and it stalled a little bit and the check engine light came on. Once it came on, evertime i try to get in higher RPM's, dont have a working tach, around maybe 4000 it stalls and won't accelerate anymore. My ecu spit out code 16 which is defective circuit/ bad injector.

I dont think that it is an injector because it is the same injectors I was using before. Plus, I went to a junkyard and pulled the whole top part of the intake and swapped it out and it still does it.

Also, when I first got the car, I bought a little mod that hooks up to some wires and I wasnt too mechanical then and I spliced my injector wires and put it on there, but fixed that almost immediatly. It had worked fine rewired with electrical tape for the past three years, but I thought maybe during the swap the connection got bad so I respliced it and made a better connection. After that I drove it around for a few miles and gassing it hard when I could and everything worked fine. The next morning, I went to go to work and it started doing it again. So I disconnected it again and got some wire connectors and redid it making sure the connection was about as good as it can get and it still did it.

I have tried swapping injectors, making a better connection, and cleaning the connectors but none of that worked. What is the circuit, and where is it? I also have noticed that when the car is in gear and I start moving I hear like a sparking sound under the dash on the driver side. It sounds like two wires making a connection kind of like when you hook up a battery cable. It doesnt do it all the time, but my lights on my dash will flicker when it does it.

The car runs and idles fine. And if I reset the computer and start it up, I can rev it as high as I want and nothing will happen, nor will the check engine light come on. But when I am driving and i let the RPM's get too high it stalls and the check engine light comes on. It will still drive fine, I just can't get the RPM's up, kind of like a newer car that shuts off after a certain speed, when the RPM's get so high it just boggs. It wont even let the RPM's get up high in nuetral once the light comes on. PLEASE HELP!!!!
