93 civic dash & tail lights

I'm working on a 93 civic, the tail lights don't work. Brake lights are fine, turn signals work. Also, dash gauge lights don't work although the engine warning lights all seem to work. Bulbs replaced, no change. I was thinking that they are related, especially since they are supposed to turn on at the same time with the switch. I replaced the switch too, but that didn't help. I thought I had a bad ground, but I haven't found it yet. Does this sound familiar to anyone?

Yeah I checked the fuses first thing. I couldn't find any info on which fuse was for what, so I checked them all. They all look good. There are quite a few spots that are empty, I guess not used. 19 is empty. I put a fuse in it, no change. Where would I find a chart showing what the fuses are for?

Where would I find a chart showing what the fuses are for?
Maybe an owners manual?

I certainly hope good wiring diagrams would have the info.
Does your local library have Alldata or Mitchell available?

Replace the dash light dimmer switch or make sure it's wired correctly. If still jacked up, replace the turn signal/headlight stalk.
