Losing/Regaining Power Mid Throttle

I have a 95 d15b7. I'm having the issue to where I'm pressing the throttle from a stop. Giving throttle the car moves for a(1st gear) second or two then loses power but is still reving up. When it gets to 4k it hooks and it moves quick because it's at the higher rpm.(2nd gear) It then does it again and for the rest and I have to press the throttle down further then it needs to be to moves. To sum it up, it's like the car has launch control and it preloads to a certain rpm then it books it. Basically is what is happening.

I'll look at the brakes, the air filter checks out. It's still doing it after be8ng cleaned

I can check the fluids if its low or anything and get back to it.
It'll do it at freeway speeds too occaisionally and lose that power, and btwn 0 throttle and making actual forward thrust would probably be half to over half throttle

Primary heated O2 sensor, thing is that it turns on ever so often but when it comes on its for that
