No idle and doesn’t rev past 2000 rpms

No idle and doesn’t rev past 2000 rpms
I have a 1988 Honda crx with a 1993 d16z6 swap and I’m a bit stumped. I can crank it easily and hold the gas between 1,000 and 2,000 rpms and runs smooth as can be but will hit 2,000 rpm and bounce of hit like it’s hitting the rev limiter. Also it will not idle. This is my first Honda so I’m not as knowledgeable about these so any info would be appreciated.
