Honda Civic b16

Hey people. I'm fairly new to the Honda community. I just recently bought a 1995 Honda Civic with a Honda DelSol b16 engine on it. The car won't run for crap. When is in low RPM the car doesn't respond at all, and when I completely accelerate it responds very very slow. Sort of like a cow. When it finally goes up to high RPM that's when it responds. What could this be? I mean, mechanics have been looking for this problems for a month already and they don't know what could it be. Please help.

Yes, they did tell me the timing belt was off by one tooth. Btw, before they sold it to me the car had a chip that altered the engine. Then they had it chipped to the original settings. So the last owner said "that could be it". But I tried that chip in another honda and it was fine.
