No start cel stays lit

Hey guys new to this place and new to hondas I just bought a 95 eg hatch it's a fully built d16z6 tuned in 20 psi. Well about 2 weeks ago I went out to start it to let it run since it's been about 2 months since it ran, so it was sittin at idle when the cel popped on and the car shut off I tried startin it back up and would only run with my foot on the gas I checked a few things and couldn't figure it out so I let it sit a few days cuz I was a lil pissed about it and when I tried to start it again it won't run at all does not even try to start. I have spark I have fuel if I crank it to long gas will drip out the bottom of the exhaust I tried jumpin the wires to get codes but the cel light stays lit and the srs light flashes constantly till u either turn the key off or pull the jumper the fuel pump primes fine and the cel light comes on and goes off after 2 sec when jumper us not in. Anybody got any ideas i work as a mechanic every day and I'm completely lost in this one I have tried searching the problem and everybody seemes to have different symptoms than me.

What does it do when you turn the key? does the starter even spin or make noise? If your battery is good, the starter could be shot or not grounded..

It crankes over just does not start the bat is new the car ran perfectly fine b4 this happened

Are you sure it's gas?

I am thinking maybe your timing belt/chain broke? I know it seems crazy but think about it, you have everything except compression it sounds like...

This theory comes from thinking that unburnt fuel is getting past an exhaust valve that is stuck open...

Just a thought, couldn't hurt to pop off the cover and check the timing...
