Replacing front turn signal bulbs
How does one remove the headlight assembly of a 99 Civic? The two bolts on the top do not release it, and there is no way to access the lower parts of the assembly. There has to be some trick to it.

bumper has to come out to remove the two more bolts on the bottom and side of the light (4 bolts total). but you can change the signal with the headlamp on the car. usually just sneak your hand in thru the wheel well cover after taking a few clips off.
If you think a good mechanic is expensive, try hiring a bad one

Page 222 in the owners manual for a 4 door car.
Turn the steering wheel all the way to one side--- if you need to reach the drivers side light, turn it to the right. Etc.
Remove clips in the inner fender liner as necessary (plastic splash shield)
pull back the liner
reach through to access the light.
