Anyone ever heard of Crome?

One of my buddies I know has a 97 Hatch (I think) with a B20 in it. Not sure about exact specs but its boosted and I was asking him about the emanagement and here is what he has done/told me to do
buy a obd2 tp obd1 jumper harness. buy a obd1 ecu. get a chip socket put in it and have it tuned on crome.
Now he did state he didn't kno if this was possible on a 01 and up he just knew it worked on 96-00...and what is crome Ive never heard of that. Andy? Clint? Help me out here.

its an ems used by older hondas. dont even toy around with it.

Oh I kno Kpro is what I had in mind but I had just never heard of this before.
