Ive redone the wrap on the harness.... checked it out.. everything looked fine so i wrapped it back up like the tsb said to..... im still getting this code and its got me stumped

You would only need to do the harness check bulletin if you have a bunch of codes all caused by a blown fuse #15

Which ELD code do you have, P1297 or P1298?
What transmission does your car have?

I have the s40 trans i believe, and its code p1298

Follow the troubleshooting chart in a good service manual along with a good wiring diagram

Very basically..... pull the ELD connector, verify B+, GND, and continuity to the ECM, then decide if it's wiring, bad ELD, or bad ECM
