Identify this piece please

Before I knew my axle had broken into I was looking under the hood of my 1999 Honda Civic Ex trying to locate the problem when I noticed this piece just laying in the area down below the distributor. Now mind you this is my everyday driving car so I highly doubt it being there for very long. Could the Axle have popped up and hit this when it broke into? Someone Somewhere has Got to know what this joker is, I've asked so many people who have no clue. I'm attaching a picture and thanks for any info.

What did this piece break from?
