Water Jacket nicks?

Just bought a 99' Civic DX used on craigslist. 140k miles, owner says saw smoke, overheated and drove no more than 6 miles. Purchased for $500, and cracked it open.
It looks as if the head gasket was just done and blew again, but the owner claims he bought and drove it for 20k miles and never took it into the shop.
Are these nicks on the water jacket causing the head gasket to blow out?
How should these be fixed?

Oh damn, that looks bad...
Is the head warped? If the PO drove it 6 miles overheated, I'd kinda expect it's wasted.
The block looks bad. How bad, I can't say but I think I would not want to attempt a repair..
I think I'd suggest dropping in a decent used engine.
