1999 honda civic will not rev when cold outside
Any help with this issue will help....i have a 1999 honda civic lx, my problems are as follows....if the temp outside is 50 degrees or below my car will not rev above 3500 rpm, when it does this i can either let it idle for sn hour and restart or drive it and turn the ignition either on and off or turn the engine over and the engine clears up and the car runs fine. At times it has a rough idle sometimes dies when coming to a stop sometimes not. Is this an iacv problem computer problem or just something i dont know of....please help

When it's 70 degrees out or warm enough you know it shouldn't act up.......remove the computer and toss it in the freezer for about 15 minutes.
Then while it's cold, connect it to the car and see if it runs bad.
