Im having a little problem where when i plug the cruise control vacuum line to the intake manifold or just block the port on the intake manifold, the car stalls or starts and stall.....so now im running with it disconnected atm.
Engine is D16y8, no CEL is showing.

It may have learned how to idle WITH the vacuum leak.
Or maybe it needs IAC screen cleaned, throttle cleaned, throttle air bypass screw passage cleaned, etc.
Cap the hole, then fire it up, see if the idle will come up on its own.
If it does, then let it do an idle learn now that the vac leak is gone.
If it won't idle, you may have to do a little work.

when I cap the the hole and fire it up, it starts and dies immediately, or i gotta keep it alive by revving it.
i guess i'm gonna try to clean the IACV and see if it helps.
