99 civic sputtering

I just picked up a 99 civic with a d16z6 swap. Mods on engine are new distributor new plugs new wires has a complete Turbo setup done poorly though install wise looks like crap but seems to be building boost fine. My issue is that car has a slight miss at idle but when you they to rev the engine the throttle has a delay and when it does start to rev it makes the engine sputter badly until the rooms are above 3000 then the throttle response is fine in that rpm range but any lower and it putters again. This issue makes it nearly impossible to take off from a stop. I checked the timing and it is spot on. I have no cell either. Only thing I can see is the tps sensor is broken where the plug is. Can this be my issue or is it something worse. Thanks for any help

Sorry for typos auto correct on a junk phone. Meant to say engine sputters with throttle at any rpms below 3000 rpm

I would get a new TPS and adjust it Per Honda spec and go from there.

Was this car actually tuned by a tuner and dyno?

I'd say no it wasn't tuned just a back yard mechanic job

I would look into Hondata and a chipped P28 and get it tuned. That way it'll be running like it's suppose to and won't cause you more money down the road.
