Question OBD Malfunction Indicator Lamp: FAIL

Just bought a Civic OEM1, that will not pass an Emissions Inspection Report for the State of Virginia.

The diag code came back as being a: P0172 System too Rich (Bank 1)

Can someone please tell me how to/or if there is a fix for this pls Help!!!!
A mechanic told me that when he starts the car, the check engine light is not coming on like it should, then go out. The guy I bought it from said that it could be a light bulb issue or a fuze. I'd appreciate any feed back.
