5 speed 97 Honda Civic Cruise Control problem

Just purchased the car a few weeks ago to go from home to school.
Cruise doesnt work.
Did some searching.
I hit the main switch, the light turns green.
Get to desired speed and then press the SET button.
The Cruise Control light on the dash cluster lights up green for a second and then turns off.
I got it to work once but now all my trys are effort less.
Looked at the brake switch, the button is down when the brake is not set, then the button pops out when the brake is pushed.
Checked the lower switch on the clutch and the same as the brake switch.
SO it seems those are correct, I believe.
Looked at the vacuum lines, and they seem good.
My horn is on its way out (doesnt sounds loud, dieing) but not completely died.
SO I dont think its the clock spring.
Also checked the fuse in the inside compartment and it was good.
Any other suggestions?

If you think a good mechanic is expensive, try hiring a bad one

Try holding your left foot under the pedals, and lift up while engaging the cruise. If it works like that but quits when you let go of the pedals, then it's a pedal switch.
Revisit the pedal switches, look for a missing rubber pad where the plunger(s) makes contact with the pedal(s).
If no joy, then get a wiring diagram. Test each switch, use a voltmeter this time. I can do all my initial electrical tests from the control unit connector. If nothing there, then I'd use the wiring diagrams to test the rest of the system....but it sounds like a flaky pedal switch.
