97 DX Idles High Then Low

Exclamation 97 DX Idles High Then Low

I have a 1997 Honda Civic DX, and i recently just rebuilt my car, and its all together and as it gets passed the Civics Built in choke, it slows the idle down to about 1.5 then starts jumping up and down to 1.5k - 2k and wont stop?
All the Spark Plugs are snug, they all are the same compression, the timing is perfect. Helppp.



FIXED ; IAC just needed cleaned. More or less, i change my throttle body back to the original one that was on it, ran fine.

Yup as 'ezone' as taught me, it does that because it's doing "decel fuel shutoff". At a certain RPM the computer cuts out the fuel injectors to save fuel, say if you are driving down a hill in gear. But then the RPMs drop down below a threshold and it revs up a little again.
The computer thinks the transmission is driving the engine above idle RPM but really it's just that too much air is getting in. I think that's the situation
