Very slow acceleration in cold weather, fine in warm

Whenever it's cold it takes my 99 EX forever to warm up. The acceleration is super sluggish and usually I have to restart the car after driving a while for it return back to normal. Anyone else have this problem? What can I do to fix it? Thanks!

Chances are the thermostat is stuck open and its not restricting coolant and that is what will keep the engine from getting warm faster.
