Passenger Window Issues

I have a 99 2dr EX and my passenger window will not roll down from either door. My drivers window works fine too. The motor is good, I put direct voltage to the window and it went up and down. The fuses are not blown and I checked the wires from the driver door to the passenger door and there were no broken wires. I also checked the grounds and they are good. I read the switches and they check out good. Anyone have another place I can look.....or have had this issue before? I also just replaced the window channels in both doors.
