Rocker Arms extremely tight on valve please help

ok so let me explain what i did, not sure if this is normal...
Ok so I removed my cylinder head because i had a bad head gasket.
removed the. rocker arm assembly and the camshaft so that i could get the head resurfaced. Oh before i removed the rocker arm assembly i backed out the valve adjusting screws so the rocker arms would be loose. Ok so for installation i place the cam on the head making sure up up on the cam gear is at the up position, then i installed the rocker arm assembly with the proper tighting sequence and torque, and after i was done i noticed on intake valve of cylinder 3 the rocker arm was completly hitting on valve so i backed out the adjusting screw all the way and its still pressing down tightly on the valve. is this normal? any help is appreciated thank you..

Get a service manual.
Properly install the timing belt.
Adjust the valves properly.
Follow all of the directions in the book.
AS you adjust the valves, as per the directions, your question should be answered.

There are ALWAYS some valves that are open at any time. The bumps on the camshaft dictate this.

be careful, these are interference engines, if you force, the valves contact the pistons - is your timing belt in the right positions?
the least troublesome one - did you remove the spark plugs to let compression escape to turn the engine?!? compression is stronger than most arms
- Check timing belt timing
- insert a long screwdriver in the spark plug hole and rotate the engine until the screwdriver is at the highest point - that will be the point that the valves are completely closed or open (should be obvious when a rocker arms is pushing the valve open)

I just replaced the head gasket so the timing belt isn’t on the engine at all. I removed the rocker arm assembly and camshaft to send head to machine shop but now I can’t install them without the camshaft being wedged. Are there bearings for the camshaft that I may be missing?

Get the timing belt on and properly adjust valves. Hope you didn't bend valves rotating the camshaft with no timing belt.
