Engine Popping 3000 RPM

Engine Popping 3000 RPM
99 Civic / 94 D16Z6 swap
What causes the engine to make slight popping noises around 3k RPM before I shift?
It's like a motor backfire or something.
It's not really loud but it's noticable from inside the car.
I changed the spark plugs and it helped a little (I think), but it still does it.
The old spark plugs had oil on the middle-top part, valve cover gasket right? I bought a new one but didn't put it on yet.
Could the valve cover gasket cause low oil pressure, causing the motor the pop at high RPM?
