Please help! Google cant give me the answer!
Let me start by saying I am new to Honda and also I am not a mechanic. I bought a 1996 Honda civic LX a week ago. Everything was perfect when I bought it but now I have a problem. I live in Cali so smog is an issue. When i bought the car I bought it as is. There was no CEL on when I bought it. I did check to make sure it wasnt "disabled" by turning the key to make sure it came on and It did. I went to smog it today and when I got in it the CEL would not come on when I turned the key. Or the SRS also the speedo and the tach are dead. I feel this must be a fuse but Ive checked all of the fuses under the dash and none are dead. If this is something I could fix myself please help me I'm open to any and all suggestions I have tried to find the answer all over Google and came up blank. Thanks again for your help!
Im a member on many other forums and I have always found them helpful but this one...........Really not one reply in 24 hours?maybe I posted wrong but I don't see how. I guess this forum is more geared toward neon light installs and those cool aluminum wings then actual repairs and trouble shooting. Thanks for the help anyway

Our electrical experts must be away on business. I'm not very good with electrical but I'll try to help you. There are also fuses under the hood that must be checked. They are located in a box I believe on the passenger side. After you check those fuses you must check the grounds under the hood to make sure the connection they are making is good and secure, and check the cables for wear or breakage. If that is all a no go you may have to replace the gauge cluster 
Just because you didn't receive an answer to your question does not mean you have to go bashing people. If you actually search the forum you will find that it does not represent neon lights and aluminum wings. But actually mainly people who want to keep their car looking clean and maybe make it a bit faster. However, if you choose to rice your car we won't send you away. If you did another search you will find many other people with a dead cluster and you could find your answer there. Not google, search the forum itself.
Anyway, I hope that helps you a little. While your playing with grounds and fuses maybe someone with a little more electrical knowledge will come on and give you a better answer. Hopefully I won't get flamed for mine. Since you seem a little quick on the trigger.

Sounds like the cluster (or a part of it) isn't getting powered up when the key is turned on.
First thing I would be doing is getting a wiring diagram and a test light. Figure out what fuses the cluster uses, and not only check them but see if they get powered up at all.
Or wiggle the ignition switch and see if everything comes back to life.
