my civic feels weak

my civic feels weak
I have a 1998 civic manual. It feels very weak especially when I have any passengers. When i even carry one person it feels the the car is loaded. I only get about300 miles to the tank I think I have 10g tank. Going up any hill sucks even without any passengers. Any suggestions????

Has it had a tune up in a while? Have you replaced the air filter before?

if you havent changed the timming belt it could have jumped time
