Rebuild 99 Civic Engine

At 196K I had to do a timing belt,and had a leak in head gasket,so I did a in frame Head&ring job.Was using a quart of oil every 1500 miles or so,good compression(about 150psi)
Thing is,my oil wiper rings were completely stuck,and took a lotta scraping with a old ring to get the browinsh crap out of the grooves.The stuck oil rings were what was causing my oil burning,me thinks.
Question is,is this normal for the ring to get cemented in,or possible oil issue??
My compression rings,using a feller guage with the ring the old ring in the bore,was at maxium wear limit,new rings brought it back to min clearance.
I might also add that I change the oil every 3K,and I have always used WM Tech 5w30.I also am now doing the Seafoam thing,1/3 can in the warmed up intake,enough to kill a idle engine,let it sit 5 min,start it up and smoke like heck.I then put the rest in the fuel tank.

If the wiper rings are clogged, it is possible since it isn't getting that excess off the cylinder walls.

Could Be Mel.I was hoping someone here had ringed a couple&maybe saw the same thing.I`ve put 44K on since the rebuild,and it is running fine.
I`ve always has some minor issues with Civics using a little oil after
100K,maybe normal.
